This is a Claus Ericson's Patergrissen pattern adapted for tropical waters utilizing stronger, heavier hooks and tied to slowly sink.  Great movement due to the unique characteristic of the feathers used for this. These Spey feathers (the black and white fiber looking material) have more body than craft fur or marabou, but has much more movement than bucktail.  Spey feathers are a special breed of chicken. 
 
Angel hair hot spot below the eyes and angel hair dubbed body.  UV fibers and resin make up the back shell.  Back counterwound with mono for added durability.  This is tied on a Mustad 1/0 Tarpon Hook.
